Gestão e descarte de equipamentos eletroeletrônicos: o caso de uma secretaria do município de Manaus

Abstract

Planned obsolescence quickly transforms newly launched products into obsolete ones, Leading tothe disposal of large volumes of Electronic Waste – WEEE. In This contexto, the presente research was characterized as a case study, aiming to analyze the management and disposal of electronic equipment in a municipal department in the Years 2020 and 2021. This is research into the fastest growing type of solid waste in the world today. Regarding the nature of the study, it is documentar and exploratory research. Being a bibliographical, documentar and field research of na exploratory nature. For methodological procedures, scientific and technical publications, reports, laws, standards inherent to solid waste management and electronic waste management were collected. When conducting the interviews, a semistructured interview guide was used, verifying the employees’ knowledge of the Electronic Equipment Disposal Policy (Law N. 12,305/2010), knowledge about the correct ways to dispose of electronic waste and the Steps and procedures for purchasing, managing the use and disposal of electronic equipment at SEMAD. 71 serves participated in the interview, the results showed that Around 40% of them correctly conceptualized “electronic waste”, 35% understood something about the topic, but were unable to effectively define the meaning of the term and another 25% had a complete lack of knowledge on the subject. Regarding the laws that cover the topic, 90% of employees were not aware of any laws related to the disposal of electronic waste, nor about the National Solid Waste Policy – PNRS (Law N. 12,305/2010), nor were they aware of incentive programs for the correct disposal of electronic waste. In view of these results, the inconsistency of the state itself that establishes regulations, but does not comply with them, is shown. From this perspective, the relationship between the norms that are created and the functioning of public institutions is questione, therefore we seek to understand how a secretariat works the environmental scope.
