Gestão Previdenciária: um estudo de caso com proposta de aplicação da ferramenta VSM no Instituto de Previdência dos Servidores Públicos do Estado de Rondônia – IPERON

Abstract

The general objective of this dissertation was to propose a future value stream, which can more effectively meet the retirement processes that are being processed at the Institute of Social Security of Public Employees of the State of Rondônia (IPERON), aiming to correct possible irregularities in the processes, which gave rise to the respective benefits. The methodology adopted was based on a case study, bibliographic research on pension management and Value Stream Mapping (VSM), in addition to the current Brazilian legislation on the subject of management of pension and retirement systems. A field research was also carried out, which included documentary collection and the application of a questionnaire. Twenty (20) servers participated in the field survey, allocated to IPERON, and occupying positions of directors, managers and team leaders. The documentary research was carried out in 62 (sixty-two) voluntary retirement processes by age and contribution time in 2018, demanded by the employees of the State Department of Education (SEDUC). As a result, it is highlighted that the VSM tool showed the critical points that should receive improvements so that it can allow the servers to speed up the processes, and that they are in accordance with the entity's mission and vision to prioritize qualitative results. Among the main results is the finding of some bottlenecks to know: in the Cadastro Management (GECAD) there is a delay in the processing of cases, an average of 27 days; at the Attorney General's Office (PROGER) is 45 days; and the internal control team is 99 days. At the end of the research it was possible to demonstrate the current state, and to propose a desirable future state, leading to the inference that, the mapping of the current and future value stream in the form of a proposal, allowed the identification of best practices so that they can the necessary adjustments can be made and the effectiveness of the retirement processes conducted by IPERON is effected. The current retirement granting process conducted by IPERON is slow, ineffective and needs to be improved. The time spent, from the server's request to the publication of the concession, can be optimized with the application of VSM, making the process more agile and leaner.
