Análise do programa de desenvolvimento sustentável do gasoduto Coari-Manaus na comunidade rural Vila Lira no município de Coari

Abstract

The social value embedded in programs and projects for environmental compensation, taking in consideration the life quality of the less favored populations, has been characterized as an important mechanism of inclusion, capable of transforming available resources into benefits for most people affected by human intervention in nature. Under this assumption, this research aimed to analyze the socioeconomic effects of the Program of Sustainable Development of Coari-Manaus gas pipeline in the community of San Pedro Vila Lira, in the city of Coari. The methodology applied consisted of a field research, divided into three stages. The first occured from a detailed bibliographic and documental research, in view the need to understand the process of the Program. In the second, it was proceeded the field research itself by means of observation and socioeconomic and environment data collection . In this phase, ten interviews were realized with local families and thirty socioeconomic forms were applied in order to know their realities before and after the implementation of the projects of compensation; and four interviews with managers of the program, being one for each institution, namely: Department of Environment of Coari, Coordination of SDS in Coari, General Coordination of the Program in Manaus and the Program Coordinator by PETROBRAS. The third and final stage consisted in the analysis of the data and elaboration of the final report. In face of the results obtained in the last phase of the research, it was noted that the Community obtained socioeconomic benefits related to education, with the construction of a school; improvement of the income from the generation of employment in the works of the pipeline and also improvement in facilitating the access to electric power (purchase of a generator) and treated water through the construction of a treatment station for the water captured in the source of a river within the own Community. From the results in the research, it was clear the need for adoption of public policies that enable the continuous improvement of infrastructure and basic services that effectively meet the local demands, not only because of the construction of the pipeline, but mainly because it is a right of all who inhabit that place
