O público e o privado no sistema prisional do Amazonas

Resumo

This research aims to analyze the relationship between the public and the private in the prison system of the state of Amazonas. It is a documentary and exploratory research with a qualitative approach. At first, we made a survey in repositories in order to identify the research that dealt with the topic about the study. The analysis revealed an absence of analyzes focused on the privatization process in the prison system of the state of Amazonas. In section 2, we present how the prison system in the state of Amazonas is structured and we analyze the regulations that guide and organize that system, as well as the changes that have occurred in its organization until the current context. In section 3, we contextualize the crises scenario of the prison system in the state of Amazonas and seek to identify how privatization is directly related the exploration of the work or outsourced professionals. In addition, also analyze the policies and programs implemented in recent years in the prison system of the state, identifying whether such proposals were articulated with the Zero Tolerance program implemented in the administration of Amazonino Mendes’ governor. In the fourth and last section, we present the indicators of violation of human dignity and the precariousness of the prison system in the state of Amazonas, which despite the high values transferred by the state government to outsourced companies, the services provided in the prison units present precariousness. In this aspect, the dissertation conclude that the crisis context of Amazonas prison system is the result of a set of measures taken by different rulers who either took the wrong measures, or failed to take the necessary providence to solve the problem. Therefore, we conclude that a series of endogenous or exogenous factors to the system contributed to the crisis scenario experienced during the 21st century.
