Políticas Públicas de requalificação de áreas centrais de cidades : o processo de requalificação do Centro Histórico de Manaus

Abstract

In the city of Manaus to the historic center redevelopment policy was taken as an intervention area in the 1999-2010 and 2013-2016 period in the relevant sequence international programs and innovative experiences in the national context with the PAC Historical Cities Program as the expression of fomenting greater visibility of these interventions with considerable financial resources involved. This research aimed to evaluate the decision-making process of the municipal government from the perspective of public policy cycle suggested by Secchi (2014). To this were defined as specific objectives: to understand how was the decisionmaking of the government through the establishment of a specific municipal office to manage the center; describe the formulation and implementation stages of the policy, reporting the process of creating a specific department; check how are the actions performed in Manaus Historic Centre and investigate the prospects for continuation of this policy. The methodology used was a case study as Yin, documentary and descriptive research with qualitative and quantitative. The results show results in the finding that the historic centers of rehabilitation goes well beyond that restoration of old buildings as there are tangible and intangible values Cultural Heritage. They observed conflicts and negative impacts of social, economic, and cultural interventions of this policy in the urban space of the city in more than 500 Manauaras families. The requalification is vertical because there was no referendum to make the changes, which are imposed by the Government. Compliance with the Preservation Action revealed 05 cultural goods with recovery beginning in the years 2006, 2007 and 2010. It was the completion of the Adolpho Lisboa Municipal Market and the Old City Hall. He was in progress the restoration work, conservation and upgrading of immovable cultural goods: Warehouse 15 and old building of the Provincial Treasury, Reservoir Mocó, Casas 69-77, Rua Bernardo Ramos and Revitalization Square IX November. The Comptroller General used a non-probability sample for inspection, focusing on integrated investments executed in the amount of R $ 48,720,470.19. Of this amount the amount of R $ 3,998,304.60 is the total integrated investments executed in the requalification of the Manaus Cultural Heritage
