Resumo

Throughout the historical process regarding Brazilian educational policies, what is seen is the finitude of programs aimed at minimizing illiteracy, being abruptly interrupted without explanations or something that justifies such behavior. What is recorded in the history of education is that the change of government is a relevant and decisive factor, a priori. A posteriori, we realize that, despite what is evidenced, there may be other implications that concretize the extinctions. Thus, this research aims to analyze the context of the discontinuity of the PNAICBR-National Pact for Literacy at the Right Age continuing education program within the scope of SEDUCBR / AM, as a public policy that involves the federated entities in a broad and contradictory pact. We are connected to Line 02 - Education, Public Policy and Regional Development. We describe the implementation carried out by the secretariat in collaboration with training institutions that have a leading role in the training of literacy teachers who will be multipliers in their localities. To develop this study, a literature review was carried out that did not show discontinuity as the main focus of the research, in general it is research that is guided by the pedagogical aspect of educational programs. The bibliographical survey and analysis of the guiding documents of the program for the years 2012, 2015 and 2017, in addition to the legal protections, are the north to present the fundamentals of the policy. The dissertation discusses the discontinuity of the continuing education program, PNAICBR, in view of the political, social and educational scenario. In the initial analysis, a characteristic of non-improvement and discontinuity of policies is identified, limiting their permanence to the period of elective office, in this case, the Presidency of the Republic.
