Resumo
The purpose of this thesis is the Agricultural District of Suframa (DAS), created in 1976
by the Superintendence of the Manaus Free Trade Zone (Suframa) to encourage
agricultural production in the Free Trade Zone of Manaus (ZFM). The research analyzes
the socioeconomic and political context of the ZFM location area with the right to
federal tax incentives when the DAS is installed. Under the Military Government since
1964, Brazil practiced the policy of "open economy" to foreign capital with the
encouragement of industrialization led by multinationals, as well as the support to
agriculture and cattle raising to serve the domestic market and export surplus production
. Specifically in the Amazon, with the economic difficulties still coming from the end of
the rubber economy, the Federal Government adopted the Fiscal Incentives Policy with
the publication of Decree-Law no. 288 in February 1967, when it regulated the ZFM
and created the federal autarchy Suframa, assigning it the responsibility of
administering the fiscal incentives of an industrial, commercial and agricultural center
in the Western Amazon to promote its development. In this context the federal autarchy
created the Industrial District in 1967 and the Agricultural District in 1976. The present
study therefore appropriated the DAS object to investigate in which conditions the
nature and causes of the socioeconomic performance of this Agricultural District, one of
the institutional agents of ZFM. The research deals with the relations between subjects,
agents and institutions in the tasks of land occupation, production, commercialization
and realization of social practices within the rural-urban area delimited as DAS by
Suframa, in the municipalities of Manaus and Rio Preto da Eva, in the State of
Amazonas.
