Proteção social à pessoa com deficiência: uma análise a partir dos serviços de proteção social básica no município de Parintins/AM

Abstract

With the enactment of the 1988 Federal Constitution social assistance is now part of the tripod of Brazilian Social Security, signing up as a public policy of social protection, the State's duty and right of the citizen, especially as a right of Persons with Disabilities. This study aimed to analyze the social protection services for persons with disabilities as part of basic social protection offered by the Social Welfare Social Assistance Reference Centers (CRAS) the urban area of the city of Parintins / AM. In this context, the specific objectives were to raise the coverage of basic social protection network that provides services to the disabled in Parintins; unveil the social protection established in the Municipal Social Welfare Policy from the perspective of representatives of the Municipal Social Assistance; identify how services are developed for basic social protection in the municipality and the perception of professionals and users on these services. The research subjects were engineers and professionals from the CRAS Reference Teams, the coordinator of the Social Protection Network Basic, the manager of the Social Welfare Policy, Social Workers of the Technical Team / SEMASTH and people with disabilities participating in the CRAS, which They were interviewed over a period of four months. It was used as data collection instrument the semi-structured interviews. The study was guided in literature, documentary and qualitative field and used the method of content analysis. As for the results of the survey, it was found that the demandatários services and attention developed in the CRAS are families with children, adolescents, youth, women and the elderly who do not have disabilities. However, the study pointed out that there are even reduced participation of the public with disabilities in the activities offered in the CRAS, as each unit until the time of this research, covers only 01 users with disabilities. Regarding the perception of professionals about the services offered to users with disabilities, identified in their reports a positive assessment about the services, however, highlighted the difficulties they face in their daily institutional practice. The services are perceived by users with disabilities as possibilities for participation, community life, as well as contribution to the achievement of social leadership and the development potential and autonomy. However, these users also highlighted weaknesses such as lack of access conditions, small rooms and inadequate for the development of the activities offered in the CRAS, beyond the quantitative low users with disabilities in units which participate. Thus, signals to the importance of promoting the integration of people with disabilities in the context of services in the CRAS, as well as by the local management make it an effective public in units in Parintins, which seeks to follow legal guidelines established for the organization and functioning of CRAS and services in the territories, in order to address the difficulties encountered and the effective achievement of the objectives of the National Social Assistance Policy.
