A invisibilização do povo indígena Waimiri-Atroari durante o processo de implantação do empreendimento linha de transmissão de energia elétrica Manaus-Boa Vista (linhão de Tucuruí)

Abstract

The process of implementing the Manaus-Boa Vista electric power transmission line started in 2011 and aims to connect the State of Roraima to the national energy system, which is why it is seen as a national security imperative by the Government. Nevertheless, the route for the line, elected without the participation of the Waimiri-Atroari indigenous people, crosses 123 kilometers of their territory. In this sense, within the Indigenous Law theme, the objects of this research are the invisibility of the indigenous people in the process and the absence of prior, free and informed consultation, from the perspective of post-colonial theories. Through a deductive study, this research will initially discuss post-colonial theories and the rights guaranteed to the indigenous people, and then address the history of contacts between the Government and the Waimiri-Atroari for the imposition of large projects in their territory. Subsequently, this work will describe the case, from the stages of implementation of the line to the public civil actions on the subject. Finally, this work concludes by the need to guarantee the right to prior consultation as the main instrument for intercultural dialogue in this specific case, under penalty of perpetuating patterns of violence and coloniality against a people whose history of contact is already marked by policies of "pacification” and extermination. The system of nationally and internationally guaranteed indigenous rights, of a non-assimilationist nature, requires intercultural dialogue in this case, with effective participation and protagonism of the indigenous people in decision-making at all stages of the process.
