Análise do grau de implantação das ações de saúde bucal na estratégia saúde da família do município de Parintins do estado do Amazonas

Abstract

Oral Health Teams (OHT) of Family Health Strategy (FHS) has showed high population coverage at Amazonas State municipalities. However evaluation studies about the implantation of GGE at FHS in these areas are rare. The aim of this study was evaluate the attention to oral health at basic health network Family Healthcare Strategy in Parintins municipality, Amazonas state. The study was conducted through an inclusion description of oral health teams in FHS as well it was performed an evaluative research type of analysis, considering the second component of teams implantation. This latter was a single case study, with one analysis level. The description of oral health team inclusion process was based on questionnaires, which consider the administrative and operational aspects of oral health team inclusion. It was performed a qualitative and quantitative research, where each professional of health team answer a specific part. The operational aspect was answered by dentists of OHT and the administrative aspect was answered by the coordinator of OHT. Assessment normative was considered to evaluative research. It was used questionnaire based on questions related to NOAS/2001actions of oral health care. This instrument was answered by OHT dentists. An interview script was elaborated to perform the organizational context analysis and it was answered by municipal Health Secretary. The acts of the Municipal Council of Health (2002 to 2008), the Municipal plans to Health (2002 to 2008) an Document of Management (2003 to 2007) were analyzed. The indicators of oral health actions obtained in the Information System of Basic Care in the period 2003 to 2008 were used as well. According the implantation classification criterion, the actions of oral healthcare in the municipality, were classified as "not established" (42.3 %).The main factors which contribute for that result were: the deficiencies in capacitance of managers and dentists of OHT, at work relationships and at demand reorganization. Team inclusion process has happened in unstructured way. It was characterized by insufficient participation of the Municipal Council of Health at political decision making, without planning the team inclusion in Municipal Health Plans. The organization and implementation of the activities were inefficient as well integration of professionals OHT with other components of FHS. A single positive result was found at Dental Specialities Center of the municipality, where cases of medium complexity are referenced. Dental care just can be implemented in the municipality if the service can be reorganized.
