Resumo

This study investigates the contribution from the IFAM - Campus SGC to the local and regional development of the county considering the cultural diversity of the Upper Rio Negro region. To do so, it seeks to understand the role of the State as the driving force of public policies for regional and local development. In this process of understanding, a survey of policies, development and professional education, from a historical perspective is made, seeking to identify when to link the discussion of development policy with professional education. And development policy with cultural diversity. Thus, starting from the construction of these relations, it is questioned how the Federal Institutes are inserted in the discussion of regional and local development. The thesis presents is that the institution (IFAM) has difficulty meeting the demands that emerge from the socio-economic-cultural reality of São Gabriel da Cachoeira, and that, these difficulties are reflected in its policy of the Campus and its contribution to the local / regional development of the Municipality of São Gabriel da Cachoeira in the Alto Rio Negro region. So as, public policy, regional / local development, professional education and cultural diversity are the central categories that guided this thesis. In this construction process, we will try to reconstruct the history of the SGC Campus and its relationship with indigenous communities. Inquiring, what are the proposals for the development of the indigenous peoples of Rio Negro? Does the IFAM - Campus SGC meet the demands for local / regional development, considering the ethnic and cultural diversity of the Upper Rio Negro? If you do not answer, why ?. Thus, with regard to methodological aspects, the present research was built on a qualitative approach (MINAYO, 2011, GADOTTI, 2006, VERGARA, 1990), including a bibliographic review and documentary analysis, complemented by a case study (YIN, 2001 and MARTINS 2008), from the empirical data collection. The analytical assumptions of historical Materialism are assumed as a way of understanding the object and reality, as explained by Frigotto (2008). In the field research, information will be collected with managers, faculty and administrative staff that were in the SGC Campus in the period of the school transition to the Federal Institute, through semi-structured interviews. All the interviewed are members of the local community who accompany the institution's work in the region. A questionnaire will be applied to the profile of the professionals who work in the SGC Campus. The definition of the sample will be intentional, as indicated by Marconi and Lakatos (2002) in this type of sample, the researcher's interest is in the opinion of certain elements of the population who followed the transition process from school to institute. Some results pointed out by the study are that: 1) a good part of the expansion Campi, in the interior of the country, still lack infraestrura and equipment labs, so that a really professional training is offered; 2) it is recorded that the Amazonian cost has a direct influence on two of the main difficulties raised, that is, the logistics and the high turnover of the teaching staff; 3) it is understood that the policy of APLs in the municipality of SGC, as an economic development strategy, does not exist; 4) there is a growing demand from indigenous communities for technical courses that can be carried out on indigenous lands; and 5) the research recorded that the advances in the public policies that reach the indigenous communities are gaining strength, starting in 2003, as well that this is the moment that the Campus with the indigenous communities begins approaching the Lula government. Thus, there is concern about the attacks on the rights of the indigenous peoples conquered in the federal constitution of 1998, which, together with the State Minimal policy implemented aggressively in the illegitimate government of Temer, tend to promote a great setback in the programs and development projects that are fully operational in the Alto Rio Negro region. It is hoped that, at the end of this research, the questions raised can be answered in a way that contributes to the Institute in the evaluation of its activities in the Alto Rio Negro region. As well, to provide data to the academic community that can support other research on the performance of the IFAM in the state of Amazonas, considering that even today there is little research that addresses this issue.
