Abstract

This dissertation is the search result of historical nature, which aimed to analyze the set of public policies and remedies of health professionals in the Amazon during the period from 1970 to 1990. The questioning is divided into the following questions: what are the fixing and providing of health professionals were developed in the Amazon during the period 1970 to 1990? As the human resources development policies were articulated with national policies and implemented in the State of Amazonas. As the Foundation of Special Public Health Service-EPSU developed fixing and providing of health professionals in the State of Amazonas. To answer such questions, the theoretical framework that supported the analysis is divided into three thematic axes, distributed in three chapters of the dissertation: Human Resources for the management of work in health: history of national conferences; the Special Public Health Service and the strategies of interiorization of health in the Amazon; scenarios of public health policies: interiorization of health programmes in the Amazon. The theme of professional items and weaves all the chapters of the dissertation, in which, when the concern to secure and provide health professionals for more distant regions like North and Northeast from the IV National Conference on health, highlight the role of Special Public Health Service in the process of human resources development that ensured the training and qualification of health professionals enable the setting and professional remedies to the Amazon. The research has enabled me to conclude that, in the analysis of public policies serving scenarios and health professionals in the Amazon, in the period from 1970 to 1990, the State was able to play and execute innovative strategies that made it possible, even in the face of the difficulties as, for example, the distance and the lack of funding, as well as some joint contractures with national policies the expansion of health services in the capital and in the interior. In addition to the quantitative, amplicon been improved the quality of services, with the creation of training projects, updates, training and undergraduate levels training, specialization and master's degree, in partnership with bilateral agencies such as OPAS, FSESP and Ministerial institutions and other governmental and non-governmental institutions.
