Resumo

The right to housing is an issue that over the development of societies present themselves as a need for many and few access. And Brazil is no exception to the rule. In this study I chose to analyze the form of acquisition of housing developed by nonprofit intuitions (NGOs or civil society organizations), which institutionalized in order to intervene in the fight for housing rights with the Federal government Program "Programa Minha Casa, Minha Vida". Manaus features according to the IBGE (2015) an estimated population of 2,057,711 and our attention is focused on the actions of these institutions on the issue of housing. Social movements in the Amazon are in the form of mobilizing society for what marginalizes the society and the lack of rights, the issue of housing that becomes increasingly evident, in that the state cannot meet the set demand. Therefore, we have as a general objective to evaluate the right to housing and the issue of inclusion of NGOs coming from social movements in the Minha Casa, Minha Vida in Manaus. The specific objectives aim to raise NGOs coming from the social movements that seek through the program Minha Casa, Minha Vida ensure the right to house in Manaus; analyze the NGO bill consolidation mechanisms on the right to housing in the program Minha Casa, Minha Vida; check the impasses and impacts on the realization of housing rights of these NGOs to the population / associated low income. For this, we will use as the methodology interview techniques and forms respectively to be applied together with technicians from selected NGOs and with the associated beneficiaries and associates in hopes of selection for inclusion in the project. As for the universe and sample the technical is the same for each NGO, 1 Social Technician, 1 coordinator of the NGO, a total of 12 participants each. From a universe of 600 beneficiaries and 600 waiting we chose a sample of 10 representatives of the family of each, a total of 30 people associated. The three NGOs will build 1,300 housing units with program resources MCMV - Entities, but this is a very small percentage within the current reality in which Manaus is. In assessing the work of the NGOs the right implementation process to housing via Program "Minha Casa, Minha Vida" so that plunge into the reality of them and know, reflect and point out the aspects that can contribute the perspective of Public Policy Management housing or not. The assessment was given to the Houses of delivery phase scheduled for September 2016 by MMMO, MDS and ADCEA still in the selection phase of families and land purchase. As for the delay in the process of NGOs, the justification is pointed due legal formalities and requirements established by the program. We conclude that across the study pointed reflections on delegation of state responsibility for NGOs and social movements in a precarious way, without an effective guarantee of access.
