Resumo
The main objective of this work was to develop a case study, as a method to verify the
changes that have occurred in the Instituto Nacional de Pesquisas da Amazônia (INPA) after the adoption of the "Institutional Focus of Research", the results of this environmental context of change, from the perspective of Neoinstitutional Theory. To meet the proposed objective, the research was characterized as a descriptive study, in the form of a case study with a qualitative approach, it was analyzed the organizational change that culminated in the creation of four institutional focus of research called: Biodiversity; Environmental Dynamics; Society, Environment and Health; Technology and Innovation; that led to a radical change in the organizational structure. The research, If used for document analysis, direct observations and interviews with servants of the Institute sought to end activity in the first section describing the scenarios of science and technology, organizations and the institutional bodies, in Brazil, in the Amazon , as well as the organizational structure of INPA, presented in the year 2010. In the second section, we present the Neoinstitutional Theory, the academic production of the theory, concepts, models, source in sociological perspective, myths and symbolic environment properties in formal organizations, the process of institutionalization, isomorphism and legitimacy, epistemological analysis, studies in the organizational field in DiMaggio and Powell and the contribution of Pierre Bourdieu on the scientific field like interface. In the third section we seek to treat about the main models that have occurred in the period 2011-2014 in the four Institutional Focus of INPA and present the results of field research. The size of this Sample framework related to active researchers from INPA, composed by 175 researchers/servants in the various sectors of research at the Institute. The estimate of the minimum sample size was 25 guys. Data were collected through personal interviews, in their own work environment. The results point to the possibility of stimulating networking, networking C&T, as this setting can bring to the Institute to attract human and financial resources, enabling the non-existence of entropy that advances on most research institutes, especially the people over 60, as INPA. The respondents made their feelings about institutional change, which is complex, sequential and incremental. The institutional change derives from specific conditions to promote the transformation, in which this takes place through various mechanisms. The change occurs, but depend on elements such as the time, learning, adaptation and unintentional elements. The change to the model is still being processed and that requires adjustments still throughout his journey. The analysis of the case may allow future studies about the influences, impacts, with the restructuring of the institutional management promoted in research institutes and to the improvement of these mechanisms and knowledge on the topic.
