Resumo
Education is a right constitutionally guaranteed to all residents in Brazil and an obligation of the State, which must promote it equitably, without any forms of discrimination or distinction. However, minorities end up facing a series of barriers that make it impossible to fully enjoy this right. This is even more true when it comes to the access and permanence of people with disabilities to the education system. Even with some significant advances in this area, there is still much to be improved, in practical terms, for people with disabilities to obtain a quality education under equal conditions. In view of this scenario, the present study aimed to analyze the institutional actions established in the Incluir Program - Accessibility in Higher Education, within the scope of the Federal University of Amazonas - UFAM, with a view to serving students with disabilities. More specifically, we sought to identify the legal and theoretical subsidies for the inclusion of people with disabilities in Higher Education; describe the Incluir Program - Accessibility in Higher Education and discuss the projected actions established in the guiding document and the actions implemented at UFAM, at the Manaus Campus. To this end, we undertook a qualitative and exploratory documentary research, based on the Foucauldian notions of governmentality and biopolitics. Through these theoretical-reflexive tools, we were able to question and also understand how institutional discourses have influenced the inclusion of people with disabilities. In turn, to interpret the information and data found, we used a Foucauldian-inspired discursive analysis, based on the premise that a text goes far beyond the signs used to represent it. As a result of this analysis, we verified the need to continue seeking elements to contribute to the discussion of the theme of inclusion in higher education, especially due to the expressive scarcity of similar studies carried out in the northern region of Brazil. Regarding the legal discourses and the field of materiality of the Incluir Program at UFAM, we found inconsistencies in the institutional sectors responsible for registering the enrollment of students with disabilities, such as the absence of an institutional policy of its own, including the invisibility that the Inclusion and Accessibility Center faces in the university itself. Something that needs to be better managed so that it can effectively fulfill its social function and thus promote the proper accessibility of students with disabilities on the premises of that educational institution.
