Política de saúde voltada ao idoso – uma análise das ações no âmbito da atenção básica na cidade de Manaus

Abstract

This study purpose to analyze the Health Policy aimed at the elderly as part of primary care in the city of Manaus, identify the types of services offered to the demand of elderly in the Basic Health Units; profile the elderly plaintiff Primary Care, seeking gain their views on health services, check the types of diseases of the elderly in Basic Health Units, and build a database on the actions of Health Policy for the elderly in the city of Manaus, mapping the production of offered service for Primary Health in this population segment. This is an explanatory research that was carried out with exploratory characteristics, qualitative approach, with the locus as the Basic Health Units of the north and west of Manaus, and also based on a secondary data from the south and east zones, which has already surveyed by the Study Group (Research and Social Policy and Social Security in the Amazon (GEPPSSAM)). For this study were selected thrre UBS in each one of the zones north and west. It was selected 5 seniors from each UBS totaling 30 elderly; the unit manager, a social worker and a doctor of each unit, totaling 18 professionals. We used three data collection instruments for this research. The first one was the analysis of documents used to check the Health Policy aimed at the elderly in Primary Care. The results were publicized in reports and statistics of UBS. The second instrument was developed a form to identify the elderly containing questions about health problems and their perception of health activities offered by primary care, as well as the professional social worker and unit manager in order to know what services are available in UBS. For the third instrument was made a questionnaire with open questions for the doctor, due to their availability to participate in this research. The applications of the instruments were mode after the Ethics Committee of the UFAM and Ethics Committee of the SEMS approval. It was obtained as a result of the elderly profile: age of 60 to 79 years, retired, married, educational levels from illiterate to elementary school mostly, own their own homes and family income from 1 to 2 minimum wages. About their health, the results indicate that the main ones have hypertension and diabetes, as well as their consequences. Regarding health activities offered by UBS, based in Health Policy for the Elderly, we observed that was settle in medical clinic, nursing, social work, clinical analysis and distribution of single and continuous drugs, which does not fit the real needs of the elderly. The elderly access to programs more specific is poor and the guidelines of Health Policy for the elderly is still a challenge for professional institutions as UBS. Based on the analysis and interpretation of the revealed data in this research, it was concluded that there was a major advance in actions and health policy aimed at the elderly, however, much remains to achieve the consolidation of the health recommended in the Brazilian Constitution, especially to this elderly population.
