Redesenho do Programa de Erradicação do Trabalho Infantil - PETI: as ações estratégicas municipais no enfrentamento à exploração do trabalho infantil em Manaus

Abstract

The exploitation of child labor is one of the most significant problems in the contemporary world. In this way, the study aimed to analyze the strategic actions to combat the exploitation of child labor, with the Redesign of the Child Labor Eradication Program (PETI). The choice of theme reveals a commitment to the realization of the rights of children and adolescents with special protection and care. For this, the qualitative approach was used as the investigative pathway - in which the researcher can establish a dynamic relationship with his object of study, always constituting a participant behavior, through observation. The research was carried out at the Municipal Secretariat for Women, Social Assistance and Human Rights - SEMMASDH in Manaus - Amazonas, specifically the Department of Social Protection and Special - DPSE, with the Chief of the DPSE; Director of the DPSE; PETI Manager; Manager Specialized Service of Social Approach - SEAS. At the Specialized Reference Center for Social Assistance - CREAS Zona Norte, with CREAS Coordinator; Technical Assistant Social; Psychologist Technique. CREAS Central-South Zone, with CREAS Coordinator; Technical Assistant Social; Psychologist Technique. Also with the Coordinator of the State Forum for the Prevention and Eradication of Child Labor in the State of Amazonas - FEPETI, based on a semi-structured interview, through forms containing questions open to professionals involved in municipal strategic actions to combat the exploitation of child labor In Manaus. We also carried out a review of the specific literature on the subject. The data collected through the field research, and analyzed in the light of the assumed theories, allow to reach the proposed objectives. The general objective was to analyze municipal strategic actions in the face of the exploitation of child labor, based on the redesign of the Program for the Eradication of Child Labor (PETI) in Manaus, from 2014 to 2016. In order to respond to the general objective, we work with three specific objectives: Identify the process of formulating and implementing strategic actions to combat child labor; Map the actions, services and programs of the municipality of Manaus in the confrontation of child labor; To verify the speeches and actions of the social actors that participate, in the municipal scope, of the strategic actions directed to the confrontation of the child labor. The State needs to be more concerned with giving the necessary support to make strategic actions effective and preventive. It demands more investments in vocational courses so that the family group can be prepared to enter and remain in the market and thus guarantee the survival of the family.
