O entralhar da rede das políticas públicas da pesca artesanal no Amazonas: percursos e retrocessos

Abstract

This is a thesis about artisanal fishermen in the State for Amazonas, and we seek to show how these workers cere recognized by the State, the avences, the setbacks that afeita their rights, the bureaucratic procedures to prove the condition of special insured and access the rights to which he is entitled as a rural worker. The research was developed from a qualitative approach, the results come from primary and secondary sources and in the results obtained in the data colecione carried out during the field research. The research subjects were: the former manager of SUDEPE/AM and current head of the Department of Technical Assistance and Rural Extension of IDAM, the former head of the state office of SEAP/AM, the former superintendent of SEAP/AM, the current head of DAP/AM and the executive manager of INSS in Amazonas. The main objective of this study is to analyze how to give access to fishing workers in the face of public policies. From this research we can say that the legal recognition given by the Constitution of 1988 to artisanal fishermen in the condition of special insured does not automatically guarantee their effective materialization, there are numerous bureaucratic requirements that fishing workers need to fulfill in order to be recognized as rural workers in the face of State. In addition, we can infer that the institutionalization of public policies for fisheries does not occur in a linear way, at times when the State meets the demands of fishermen, at another time there are setbacks that affect these achievements, at another time these policies are stagnant, in general, advances and setbacks occur according to plans, government programs and also depend on the correlation of forces between interest groups in decision-making bodies within the State.
