Resumo
The Student Assistance comes in the Brazilian higher education, first as a help. However, this picture changes in 2007 when the subject enters the agenda of the federal government, from the creation of the National Plan of Student Assistance - PNAES, as a right of university students of higher education in the public system. In this sense, to know the student assistance actions in Ufam, this research examined the implementation of the Student Assistance policy in view of the actors involved in order to identify the effectiveness or not of rights to beneficiaries. To reach the highest goal were the following specific objectives set: to characterize the Student Assistance Policy Ufam; check how the programs, projects and actions of the Student Assistance Policy are being implemented in the realization of the rights of the rights of students; identify the design of administrative managers and technicians on the actions undertaken in the area of Student Assistance Policy Ufam; know the vision of the students - beneficiaries - about Student Assistance Policy Ufam. For a closer approximation of reality researched research adopted a quantitative and qualitative approach. Interviews were conducted with 16 actors of the student assistance policy, 1 Pro-rector, 2 officers, 3 technicians and 10 students. The content analysis technique was used for interpretation of the statements, specifically thematic analysis. The results showed that the Student Assistance in Ufam has been tracking the Brazilian reality of public policies adopted over time, with regard to focusing its actions on specific groups. Initially actions for the basic needs of socioeconomically vulnerable students through the University Restaurant and the Student House. Later, with broader actions, seeking to meet the student demands from the perspective of law, especially in the area of food, transportation, housing and support the scientific events with significant advances in recent years in relation to the quantity of students served and the creation of new programs, such as scholarships and grants offered in the capital and interior. With regard to the view of managers and technicians Educational Affairs (Taes) on the implementation of student politics in the institution, the lines were unanimous in pointing out the importance of the development of student assistance actions in the right perspective (legal framework) to ensure the permanence of students in the institution as well as the improvement of the political need for points that are obstacles to realization of these rights. As for the vision of the students, the research concluded that the benefits received are critical because they represent not only financial assistance for the purchase of educational materials and food, but also personal survival and the guarantee of permanence at the University, without which it would be infeasible the completion of the degree course.
