Resumo
This thesis was developed within the scope of the Postgraduate Program in Education in the Amazon – EDUCANORTE – Associação Plena em Rede, at the UFAM Center, in Research Line 02: State, Public Policies and Management, linked to the Policy Studies and Research Group Public Schools in Education – GPPE/CNPQ, with the support of the Coordination for the Improvement of Higher Education Personnel – Capes and the Amazonas State Research Support Foundation – FAPEAM, and the proposal was the research with the following title: “THE POLICY OF INTERIORIZATION OF HIGHER EDUCATION IN THE NORTHERN AMAZON OF RORAIMA”. In the investigative process, we used the dialectical method from the perspective of the philosophy of praxis and bibliographic and documentary research. The bibliographic review was based on the categories Public Policies, Higher Education, Interiorization, which are articulated and meet the research objectives. In the bibliographic survey, which had as its keyword the Internalization of Higher Education in the Amazon, the database of the Coordination for the Improvement of Higher Education Personnel (CAPES) and the Brazilian Digital Library of Theses and Dissertations (BDTD) were consulted. The thesis was divided into three Chapters: o I - Reflections of international economic policy in Brazilian higher education in the post-1964 Dictatorship governments; o II - Higher Education in question: from historical models to contemporary transformations; and III - The trajectory of public Higher Education institutions in the Amazon: a look at the State of Roraima. The latter was built with the support of official documents and the bibliographical references investigated. The thesis revealed the importance of international organizations in the construction of Public Higher Education Policies, especially in the first decade after the 1964 Dictatorship based on democratically elected governments. The section focuses mainly on the Election of Fernando Henrique Cardoso and goes until the end of the Bolsonaro government, exposing the contradictions in the context of alliances between political parties and governments, both in the creation and execution of policies, in which generally the physiologism overlaps with collective interests, which directly impacts mainly the most vulnerable sections of the population.
