Resumo

In the current context of organizations, whether public or private, strategic planning constitutes a crucial instrument in the objectives formulation, considering the conditions of the internal and external environment and its evolution, so that all actions, whether directed for profit, for growth or for their mission, to be consistent and serve as a permanent support base. This study is about strategic planning as a challenge to build a new organizational culture in the public sector. Seeks to show that the way in which companies formulate and implement their strategies enables management excellence and competitiveness of security at present and for the future. For its preparation, we used qualitative research and descriptive nature documentary, since, according to Gil (2002), are ways of understanding strategic planning as a technique for the formation of a new organizational culture in the public sector.In order to demonstrate the Strategic Planning as a challenge to form a new organizational culture, there was a Case Study in AMAZONPREV - entity responsible for the State Social Security Administration - whose deployment of this tool has provided satisfactory results. The aim is to also raise the historical background of the strategy; know the Schools Strategic Thinking; analyze the practices, the classification, the similarities and differences between the records and documents of the researched body and the characteristics of Schools of Strategic Thinking. The study aims to identify strategic currents present in the planning of the mentioned organ, according to Mintzberg model. For clarity on the subject, he sought to raise the historical background of the strategy; know the Schools Strategic Thinking; analyze the practices and records, classification, the similarities and differences in the studied organ and characteristics of Schools of Strategic Thinking. As a result of the research, it was possible to highlight the construction of a new organizational culture driven by the implementation of the strategic plan, whose standards, decisions and consolidated action, made possible a new vision, a new culture strengthened by technological innovation and empowerment of people in an entrepreneurial leadership and productive.
