Seeks, in this work, search the Ceará migration to the Amazon, so we can understand how this occurred from 1939 to 1970. How can we understand the Ceará migration process during the period of World War II to the Amazon? First, we will do a literature review of more general literature on migrants and migration to subsequently deepen more specific research on the northeastern migrants, which is our main object. We proceed to an analysis of these works to highlight why it's important to clarify the issue, whether in economic, political, social and cultural spoke about the topic under study. By making use of the research we will use the historical reconstruction method. We understand how proper methodology for scientific procedure in the conduct of research of our thesis process. In this sense, the overall goal is to unravel the Ceará migration to the Amazon during the period 1939-1970, our specific goals are: To emphasize the public policies for the Amazon to point out the social dramas during "Battle of Rubber". Identify the process of recruitment and labor use for the project. Unravel the nature of public policies that guided this process. We emphasize also the social dramas that occurred during and after the "Battle of rubber" in the Amazon. Therefore, we believe that the results achieved by our work were satisfactory, given that it was clear throughout the migration process put in place by the Brazilian and American government, through the "Washington Agreement" in bringing the Northeastern workers to Amazon , to aid the Allied war effort. It was also explicit that public policies developed in the Amazon through large development projects did not provide a development for Amazon, nor to the social actors who participated in the process, especially the rubber tappers, who continue fighting for this battle really have an outcome positive, because we understand that this battle is not over, given that not all were recognized and benefited the satisfaction by the Federal Government. We emphasize also that, in relation to social dramas and sufferings that these northeastern migrants experienced. It was clear the process of exploitation suffered by these workers through the expropriation mechanism provided by the dispensing system that existed at that time and to this day continues in the Amazon, although with some changes, however, with the same character of exploitation
