O Cadastro Ambiental Rural e o desmatamento no sul do Amazonas

Resumo

The dissertation addresses the issue of deforestation in southern Amazonas, emphasizing the impact of the Rural Environmental Registry (CAR), contextualizing the expansion of the agricultural frontier and the consequent pressure on native vegetation, highlighting the territorial and environmental public policies implemented in the region, having The objective is to analyze the territorial planning in the south of Amazonas based on the implementation of the CAR, with a focus on identifying CAR overlaps in the designated public forest areas, quantifying the deforested areas and relating the land structure and size of the overlapping properties. The methodology used includes the analysis of spatial deforestation data before (2008-2013) and after (2014-2022) the implementation of the CAR, using Geographic Information Systems (GIS) and ArcGIS software. Data were collected from sources such as the Ministry of the Environment (MMA), National Institute for Space Research (INPE), Brazilian Institute of Geography and Statistics (IBGE) and National Rural Environmental Registry System (SICAR). Geoprocessing techniques were applied to analyze the overlap of CAR records with Conservation Units (UC) and Indigenous Lands (TI). The results reveal that, despite initiatives to mitigate deforestation, the implementation of the CAR was not effective in significantly reducing the loss of forest cover. Deforestation continued to occur in a worrying manner in the municipalities of Boca do Acre, Humaitá and Lábrea, especially in protected areas. The quantitative analysis demonstrates that there was considerable overlap between the CAR and areas of UCs and ITs, indicating flaws in the territorial planning policy. Therefore, there is a need to reinforce public conservation policies, intensify monitoring and implement more effective strategies to protect these areas against agricultural expansion and other environmental threats. The dissertation concludes that it is crucial to involve local communities in environmental management and adopt a participatory approach to improve the effectiveness of conservation measures.
