Resumo
This research deals with international information in integrated systems, having as background the Amazonian Triple Frontier between the cities of Tabatinga (BRA), Leticia (COL) and Santa Rosa (PER). This text is a dissertation presented to the Graduate Program of Society and Culture in the Amazon in order to obtain a master’s degree on the same subject. The main goal of this research is to investigate the handling of information in the diplomatic context through integrated systems and their influence on international communication. For achieving this goal, we used as a method the descriptive one, aligned to a documental research with phenomenological approach, so we could examine legislation which applied to the countries in the triple frontier, as well as the process of implementation of information integrated systems in this scenario. We also identified the diplomatic actions on the sharing of information concerning the matters of power in the trilple frontier. To illustrating these types of actions, we brought up a discussion on the water resources, specially in the perspective of transboudary rivers and integrated water management. As a result, we found that information has a lot of complexities but, to the scope of this research, it needs to be institutionalised, so it can become organic and therefore be fed to an institutional database, through which it will be accessed and shared in an international level by two or more nations. We also found that certain information integrated systems are suitable for hosting this type of information, and work as the best means to managing internationally shared information, especially when following exemples of structural models such as the integrated systems of Doctors Without Borders, FamilySearch.Org, MapSwipe, amongst others with the same similarities. In addition, we understand that an eventual implementation of these structural models in the Amazonian Triple Frontier context is possible, as long as the entities involved in the process consider the minimum requirements concerning indexing, security and open access to the information.
