O capital financeiro na educação pública de Manaus/AM: as estratégias mercantilistas para o endividamento público

Resumo

This thesis focuses on an analysis of the implications of the Project for the Expansion and Educational Improvement of the Public Network of Manaus (PROEMEM) for municipal public education in Manaus/AM, from 2013 to 2021, through the materiality of the external loan signed between the Inter-American Development Bank (IDB) and the Municipality of Manaus, to finance its actions. The theoretical-methodological contributions of historical-dialectical materialism guided the course of document analysis, as well as the apprehension of concepts about financial capital (Marx 2008; 2011a; 2017), ideology, hegemonic devices and civil society (Gramsci 1988; 1999), which underlie the categories: hegemonic private organizations and commodification of education. This is a documentary research, whose main sources are the documents arising from the external loan agreement between the IDB and the Municipality of Manaus, contracts effected by the Municipal Department of Education with hegemonic private organizations, such as Fundação Itaú Social, Fundação Itaú Social, Telefônica Vivo and La Caixa Banking Foundation. The choice of these private organizations corresponds to their actions in teacher training in the municipal network. In this way, the materialization of the financing of PROEMEM actions can be observed, understood as a public policy inserted in the core of municipal public education in Manaus, which incorporated the guidelines of the IDB, guaranteeing the commodification of basic education. In this analysis, the implications of the public-private partnership system in education, carried out through agreements, agreements, contracts and bids with the public entity, correspond to the privatist logic, in which the (inter)national private sector is called upon to conduct , give support and assistance to the development of the public sector, notably the Municipal Department of Education of Manaus, aimed at serving early childhood and elementary education. Thus, the research found that the insertion of hegemonic private organizations in the municipal public education of Manaus, has led to the internalization and naturalization that everything that involves public education can and should be converted into tradable goods and products. The research revealed how the external loan agreement signed between the IDB and the Municipality of Manaus to finance PROEMEM actions has produced public indebtedness, through its various movements in the public-private partnership system in education, especially with the fallacy of educational expansion and improvement, which results in the draining of public resources. This agreement presents in its core mercantilist strategies shaped for subservience to financial capital, forming a “gear” of the system, establishing its profitable terrain. And, in addition to indebtedness, it was found that the (inter)national private sector, in the educational field, aims to impoverish basic education in Manaus, as it withholds from education workers the historical and social knowledge produced by humanity, since that its indications and training promotion are based on processes that are opposed to public, free, democratic, secular and quality education, as well as human training aimed at full citizenship,
