Por uma infância protegida: criação do centro integrado de atendimento à criança e ao adolescente vítima ou testemunha de violência sem revitimização no estado do Amazonas

Abstract

The present research focuses on the implementation and enforcement of Law No. 13,431/2017 in the state of Amazonas, especially in the city of Manaus. This law mandates the creation of an integrated center for assisting children and adolescents who are victims or witnesses of violence. The centralization of services in one location aims to prevent revictimization. Given this scenario, the general objective of the research was to analyze the effectiveness of Law No. 13,431/2017 in light of the Federal Constitution of 1988 and other infraconstitutional legislations that guarantee the rights of children and adolescents. The problem analyzed was: what is the effectiveness of the law under study in the establishment and operation of the integrated center for assisting children and adolescents who are victims or witnesses of violence, aiming to prevent the recurrence of violence in the state of Amazonas? The research was conducted in a bibliographical, qualitative aspect, using the dialogical, dialectical, and phenomenological method. The results indicate that, although Law 13,431/2017 has established the creation of an integrated center for assisting children and adolescents who are victims or witnesses of violence, the normative text has not yet been effectively implemented. Among the identified impasses are the delay in structuring and equipping the designated location for the center's operation, the absence of establishment of flows and service protocols, the lack of training for professionals, as well as controversies in defining the entities and responsible parties for the multidisciplinary services and procedures to be offered at the center. Therefore, it is expected that the results of this research can provide relevant contributions to the creation of the integrated center in Manaus, assisting in the development of flows and procedures to ensure comprehensive and humane care for children and adolescents who are victims or witnesses of violence.
