Avaliação da eficácia dos processos licitatórios na modalidade pregão eletrônico - Sistema de Registro de Preços (SRP): um estudo comparativo nas Instituições Federais de Ensino Superior (IFES) da Região Norte

Abstract

Federal Institutions of Higher Education play an important role in shaping the society in which they are inserted, going through many challenges to offer quality education, among these, the management of necessary materials and services acquired through public bids. In the case of Institutions located in the North of Brazil, other challenges, such as geographic location, product shipping costs, distance from large distribution centers, among others, contribute even more to making the management of supplies and materials a complex activity and challenging, also considering the wide variety of inputs, from the most varied market segments, and with the technical specifications necessary for these Institutions to carry out their activities aimed at teaching, research, and extension. In this sense, this study aims to evaluate the effectiveness of bidding processes carried out through Electronic Auction - Price Registration System - SRP in Federal Institutions of Higher Education - IFES in the North region. It was used as methodological procedures to carry out applied research, descriptive, through a quantitative approach, as research procedure we used the study of multiple cases, applied in seven Federal Universities in the northern region of the country. In Brazil, the collection method used was documental research and for the treatment of data, categorization, tabulation, statistical analysis, interpretation, and data analysis were used, and finally, this work proposed a panel of indicators. The results showed that 26.2% of the bid items were not awarded/approved. Of these, 14.10% of the items were canceled and 12.10% deserted in the years 2017 to 2019. The results of this study indicate that there are opportunities for improvements related to the effectiveness of the researched processes, the search for better indexes represents an opportunity for the realization of public purchases carried out, contributing to the quality of services provided by the Institutions.
