Priorização de recursos na execução de trabalhos cartográficos empregando análise multicritério

Abstract

Geographic information, which is presented as one of the main products of a cartographic work, is increasingly important nowadays and the understanding of its relevance increases in the course of time. The methods and procedures for obtaining it have also accompanied scientific and technological evolution over the ages. However, the constant improvement of cartographic techniques did not eliminate the possibility of improvements and implementations that allow gains in efficiency in its processes and, particularly, in the efficient allocation of the reduced public resources available for its execution. The objective of the present work intended, primarily, to employ a decision model based on the application of multicriteria methods for prioritizing the technical activities of the cartography sector of a military institution producing geoinformation, aiming at increasing efficiency in productive operations and in the effective allocation of resources. available resources. To this end, a selection of multicriteria methods with potential applicability in the situation considered for the problem was carried out where, in this attempt, the multicriteria decision support methods AHP, AHP Gaussian and AHP TOPSIS 2N were used. After applying the calculations inherent to the selected methods and analyzing the results achieved, satisfactory results were achieved with the prioritization of four of the six available alternatives. In the intended prioritization, it can be pointed out that the last two positions would be 100% defined with alternatives A6 (Levantamento de Áreas Patrimoniais) and A3 (Simulação COTER). The first position would be defined at 75% with alternative A2 (Mapeamento Cartográfico de Interesse da Força) and, in the second position, we would have a definition of around 50% with alternative A1 (Plano de Desenvolvimento da Doutrina Militar Terrestre). In the third position there would be a tie between the alternatives A5 (Projeto de Georreferenciamento do Estado do Amapá) and A4 (Instrumento de Parceria com a SUFRAMA) and, for the fourth position, there would also be a tie between the alternatives A4 (Instrumento de Parceria com a SUFRAMA) and A1 (Plano de Desenvolvimento da Doutrina Militar Terrestre).
