Resumo

This dissertation deals with the Expansion and Educational Improvement Project of the Public Network of Manaus (PROEMEM). The research analyzed the materiality of PROEMEM in the municipal public school of Manaus, evidencing the market logic in the context of the partnership with the private sector in the stages of basic education of municipal public education. The political educational aspects of municipal public education developed in the context of the current educational reforms are part of the process of developing the market logic in the Brazilian educational system, in the so-called partnership with the private sector, be it profitable or not. In order to carry out the study, a literature review, survey and analysis of primary documents were carried out, among which are official documents of the Municipal Education Department (SEMED) and Annual Reports, which are on the Inter- American Development Bank (IDB) as well as documents related to the implementation of PROEMEM and actions carried out by said project in the period from 2013 to 2017. The dissertation problematizes the materialization of PROEMEM in the municipal public school of Manaus, evidencing the logic of the market with the participation of companies, especially the Itaú Social. These movements explain the conjunctures set by international organizations in the process of globalization of educational reform, playing the ideological role of propagators of neoliberal ideals. In summary, PROEMEM is inserted in this context in line with neoliberal ideology and the official documents that support and guide the implementation of PROEMEM are reproduced in the IDB guidelines. The acceptance of this logic promotes changes in the conceptions of public school, with the incorporation of private institutions in the municipal school network, with a new ethical-moral justification and privatizing and mercantile politics in the Education project. This process makes possible the expansion of private institutions in the educational sector that find new niches of economic exploitation, and allow the private appropriation of the public good, without, however, effectively generating the improvement of the public school network.
