Ação do DMAIC para o desenvolvimento de um Manual de Procedimento Operacional de Planejamento (MPOP): um estudo sobre a gestão de compras em uma IFES

Abstract

The search for efficiency and effectiveness of public spending has been a priority in the new administrative restructuring of the Public Administration, observing mainly the recent normative instructions and financial management regulations established by the Ministry of Economy and the Federal Audit Court (TCU). The importance of management tools and instruments that assist in decision making are part of a process of seeking efficiency and quality in the use of public resources, noting especially that public management must prioritize the economy in a planned and controlled way, imbued with evaluations that enable a quality-oriented dynamic. Having said this, the study aims to present a proposal for improving the process of control and planning of acquisitions and services of a Federal Institution of Higher Education (IFES), seeking to evaluate the IFES' acquisitions planning, mapping the stages of the IFES' planning process, identifying bottlenecks and proposing an action plan focused on the institutional product: a Manual of Planning Operational Procedures (MPOP). This is applied research, of qualitative nature, based on a bibliographic, documental and observational research. The results of the study were validated by means of the DMAIC tool based on the elaboration in the procurement planning manual of the IFES as a product of the research. The development of a strategy to improve the management and planning of public purchases at IFES was the main core for the construction of the product of this research, thus, from the identification of the problems it was proposed a study based on the mapping of bottlenecks, development of the proposal with the DMAIC and construction of the MPOP as an institutional product. Thus, the application of the study sought to present an improvement in the administrative and managerial aspect of the public purchasing processes at the IFES. Therefore, it was aimed to contribute to the technical-scientific production in the area of Production Engineering with a focus on Organizational Management and Public Administration.
