Resumo

This dissertation presents a discussion about the Beginning of New program as a possibility of social reintegration to the perpetrators of alternative penalties in the scope of the Execution of Measures and Alternative Penalties Execution (VEMEPA). The relevance of this research is based on three main justifications: personal, academic and social. Personally based on the concerns that arose through professional practice in said body. It has academic relevance, as it will collaborate with the production of scientific knowledge at the local level. It is relevant in the social sphere, in order to offer greater visibility to those who have alternative sentences and their possibilities of social reintegration. The theoretical apprehension of the research is guided by the following guiding questions: Who are the subjects benefited by the Starting New Program? What are the main difficulties they face in returning to the formal job market? How can job offers and professional qualifications under the Start Over Again program make it possible for the social reintegration and emancipation of the subjects? The research aimed to understand from the perception of the perpetrators of alternative sentences if the program Start Again allows some form of reintegration, as well as emancipation of individuals. The locus of the research was VEMEPA, an organ linked to the Amazon Court of Justice, located in the premises of the Minister Henoch Reis Forum, in the city of Manaus. The methodological procedures for conducting this research had a qualitative character, where the case study was chosen because it was a contemporary theme and as a data collection instrument we used semi-structured interviews and a socioeconomic questionnaire. The results of the analysis of the data showed that the perpetrators of alternative penalties are inserted in various nuances, in the dimensions of the work world, as part of the precarious, and as outsiders, that is, they experience relationships of prejudice and social exclusion. The profile of each research participant was revealed, where a part of their experiences and the question of involvement with justice were known. It also contextualized on the performance of the Start New Program and its articulations with the partnerships in the offer of job openings and professional qualification courses. The last moment of the research covered the discussion about social reintegration and the emancipatory findings of the perpetrators of alternative sentences.
