Proposta de modelo de operação de atração de investimentos industriais. Estudo de caso em uma autarquia federal

Abstract

Industrial investments produce different effects in receiving countries and locations, counting with a high potential for socioeconomic return and improvement of the competitive environment and local productivity by the spillover of knowledges, technologies, technical capabilities, and industrial applications. In this sense, several public and private actors perform operations that aim at attracting industrial investments. However, to stand out in a context of high international competition for attracting ventures, it is necessary to optimized operations, especially compatible with the specifics of the growing trend of manufacturing digitalization and operations aimed at industry 4.0. The research aims to propose a model of standard operation procedure based on processes to attract industrial investments in a Brazilian federal institution located in the city of Manaus, state of Amazonas, based on the need for structuring and designing procedural flows. To this end, a bibliographic and documentary survey was carried out to identify the best practices in attracting industrial investments, to subsidize a case study, using the Process Analysis and Improvement Methodology (MAMP) and quality tools to identify, prioritize and correct problems identified in the operation. As a result, some of the best practices for attracting industrial investments were identified and a structured operating model adapted for the institution under study was proposed, based on five standard operation procedures and their respective flowcharts designed in Business Process Model and Notation (BPMN), in addiction to recommendations for the effective implementation of the model.
