Políticas públicas para as mulheres: o processo político de efetivação da Lei Maria da Penha

Abstract

This dissertation proposes to discuss public policies implemented in the face of violence against women in the city of Manaus and to investigate, especially as the Maria da Penha law, considered a landmark of the feminist and women's movements, has been carried out. Its objective is to understand the failings of the mechanisms of coping with violence against women. It is proposed an analysis of the services provided by the Network of care for women in situation of violence, understanding it, from an investigation, it was observed the flaws in question are justified by reasons of lack of logistics, human resources, attendance at the service stations of the police stations until the resolution of the procedures in the Family Court. The methodology of the work was based on bibliographical research having as theoretical reference the studies of Pierre Bourdieu on the symbolic violence and the male domination, Barman analyzes contributed to base the reflections on gender and power, as well as the analyzes of the sociologist Helleieth Saffioti , Scott and Swan who contributed to the reflection on gender violence, and to understand how these practices are expressed in everyday life. Such violence, inscribed in a structural universe, fraught with contradictions and hierarchical forms of power relations responsible for sustaining the current mode of society and affecting all spheres of people's lives, including the conjugal relationship, permeated by socially structured significations. The research indicates that, for the effectiveness of the law, it is necessary for the public power efficiency and effectiveness for the actual execution of the Law, to strengthen the action of the public policies directed to the gender and the functionality of the same giving protection to the woman, victim of domestic violence, provided reflections on egalitarian relations between social subjects, overcoming the inequalities imposed by capitalism, sustaining our society, with a view to protecting the network against domestic violence and analyzing the mechanisms for using the law. These are the perspectives that we propose to explore in this article.
