Resumo
Currently, the operation of public transport is based on conceptions of conflicts between states and companies due to its functionality and technical efficiency, in addition to the connotations influenced by the production and reproduction of space. It is a service considered essential and of social well-being, transport influences the most diverse activities, not only coming and going, but also as the production of other end activities and means activities within the space. In this context, the general objective of this dissertation is to analyze the dynamics of public transport in the municipality of Santarem and metropolitan area. The link between transport and urban expansion and the subsequent creation of the Metropolitan Region of Santarem, whose legal system is somewhat controversial due to its territorial idiosyncrasies, is taken as a guiding axis. Due to this scenario, the specificities addressed are relating to institutionalization as a factor of articulation and governance, resulting in the identification of the performance of the government from the regulation and organization of the system and the analysis of existing problems in transport, from the legal order and scope involving spatial practices and their actors. The research results point an operational precariousness in urban and rural dynamics, from the scenario involving the circuits of the urban economy, whose relationship of regulation, management and planning are considered omissions and disassociated from the necessary policies for the integration of the metropolitan space, which is considered just a utopia or a thought linked to local political strengthening. There is a tendency for business disputes in the upper circuit, fostered by inter-municipal and urban companies, by the expansion of their territory through the monopoly or oligopoly and the attempt to survive from disadvantage and spatial segregation arising from low interest in areas rural areas of small agents, influenced by disputes in road axes and the need to transport production, in which the transport debate is not just about coming and going, but about the maintenance of ways of life and its resistance to new spatial dynamics and operational.
