Abstract
The present research is an analysis of the Municipal Education Plans in the metropolitan area of Manaus/AM, in order to verify whether these official documents contemplate actions to fight sexual violence against children and adolescents. This dissertation also focuses on the analysis of public documents or policies that regulate Education, verifying what is ensured and/or contemplated regarding child and juvenile violence. The theoretical approaches of Cultural Studies and dialectical-historical-materialism support this study, which seeks to answer the following research question: what actions are mentioned that these educational documents take in their goals and teaching strategies on the violation of human rights against the infant-youth public? For such a question, the research, through literature and educational documents, approaches the context of governmental actions - public policies - measuring concepts related to sexual violence, Municipal Education Plan concomitant to child and juvenile sexual violence, to which it investigates possible answers. The research is concerned with the context of these governmental actions, and how they articulate with the educational reality of the country, emphasizing differences between such policies and the relevance they have in the Brazilian social context. Furthermore, the text goes into the discussion about sexual violence against children and adolescents in the educational environment and highlights notable concepts regarding this type of human rights violation, namely: sexual violence; rape; sexual exploitation. Moreover, if, in fact, there are public policies to combat and/or confront sexual violence against children and teenagers in the social context of the country. We carried out an exploratory, documental, and bibliographic research, based on a qualitative approach, in which we used Content Analysis to analyze the educational and bibliographic documents. Therefore, we approach the Municipal Education Plans of the metropolitan area of Manaus/AM concomitantly regarding sexual violence. We conclude that public policies are fundamental to the organization of societies. These, in turn, when elaborated, implemented, and executed with the participation of the population - from all social levels - may be able to cause a significant social power and an immeasurable range, providing citizens with a minimum survival condition and, who knows, a more dignified life.
