Currently, the adult illiteracy rate in Brazil registers more than 11.5 million illiterates, and only 8% of the population between 15 and 64 years old has proficiency considered full for carrying out daily activities and can express themselves correctly. It is up to the Youth and Adult Education (EJA) to provide the necessary resources and instruments for the transformation of this scenario, however the current evaluation model in Brazilian education prioritizes the aspects of a structured evaluation in the summative and quantitative concept. In view of the need to propose other evaluation formats, for a model that understands the limits and the individual's learning time, it reflects on the possibilities of intervention through Educational Design. This reflection examines the documentation of the Brazilian Educational System, identification of the legal and operational characteristics underlying the EJA modality, and the influential aspects of quality in the teaching process of EJA, observing the models of educational evaluation. Based on the deep and empathic development of the project for the user, the study was carried out with support from the Manaus Municipal Education Network, Design Thinking was used to build the structural technical criteria along the methodological path. Two products emerged - a guide for the production of teaching materials for literacy at EJA; and the assessment and continuous monitoring tool in the EJA literacy process, called the Integrated and Continuous Assessment Panel - PAIC, with the objective of assisting the teacher in the bimonthly assessment, considering the formative and summative model for the development of the student's skills. Based on the guiding criteria generated from the immersion research, the affinity map and the personas, the planning of the product's educational design, PAIC, considered the practical, symbolic and aesthetic functions. The educational product went through three stages of prototyping and validation with a specialized user. The final design was made using Nielsen - Molich's Heuristics and refined with John Maeda's Laws of Simplicity heuristic tool.
