Provimento e fixação dos profissionais de saúde no Estado do Amazonas: uma análise dos egressos da Universidade do Estado do Amazonas

Abstract

The provision and fixation of health professionals are related with politics as much work managements as politics formation. The difficulty of order the professionals formation and guarantee the equality of health services according in Brazilian Constitution is a constantly challenge. The following research seeks to understand the politics of work management and professionals of health formation, according to the profile surveying egress from the help course at State University of Amazonas – UEA. For this, it was sought to describe the profile of egress at Higher School of Health Science-ESA/UEA, analyzing the geographic distribution of work linkages of these egresses and investigating aspects of academic education and professional achievement of egress in five county of microrregion of Low Amazonas. The State of Amazonas has responded in different ways to the problem of fixation of professionals to interior of state, being that one of those strategies was the creation of UEA. Since the creation of the University, it was instituted a politic of egress through regional quotas for interior residents, benefiting those people that do not have opportunities to egress through a single entrance exam. In that way, we sought to analyze the contributions of this politics for provision and fixation of health professionals in this state, as well as we asked ourselves if the egress profile influence the return to your place of origin. The project promotes the debate about managements politics of work and formation of health professionals. The methodology used was the database of egress of UEA at medical courses, nursing and dentistry between the years 2006 and 2015. To localize the egress which are acting at Unique System of Health – SUS, using the Health Facility Registration – CNES. Lastly, we conducted a case study at Low Amazonas River, which conducted interviews with 46 egress professionals at UEA. The results show that UEA has contributed with the fixation for the State of Amazonas and North region, being the Politics quotas for interior the main strategy for the return of professionals to their origin's location
