O grau de maturidade do sistema eletrônico de aquisições públicas federal brasileiro: uma avaliação tecnológica, jurídica e institucional

Abstract

With the increasing use of emerging technologies, Industry 4.0 tools, the search for integration with physical, digital and biological technologies has created trends that will significantly change the way society lives. Despite the applicability in the private sector, there are currently several applications of these technologies in the public sector. In Brazil, today we have the figure of Government 4.0, an allusion to Industry 4.0 in terms of the technological tools currently used in government platforms and systems. The purpose of this work was to analyze the degree of maturity of the Brazilian federal public procurement electronic system in the technological and institutional spheres, using the model presented by Concha et al. (2012), the e-Government Procurement Observatory maturity model (eGPO-MM). Firstly, tracing a theoretical overview related to public procurement, government electronic systems, electronic public procurement systems, strategies, public policies, regulations and government actions regarding the development and adoption of new technologies. Describing the technological, legal and institutional actions adopted by the country, with regard to its electronic system of public acquisitions, the Compras.gov.br. And finally, analyzing the data collected and the result of the evaluations made by contracting agents, purchasing managers, auditors and IT technicians, which served as a basis for measuring the degree of maturity of the federal public procurement electronic system Brazilian platform, it was possible to present the level of maturity achieved by the Brazilian platform, indicating that the theme provides greater discussions not only in the academic environment, but institutionally, within the scope of the federal government, which is responsible for improving the applied technology as well as improve the legislation necessary for the improvement of the system.
