Análise dos fluxos dos processos de pesquisa & desenvolvimento da Lei de Informática com recursos extraorçamentários na Universidade Federal do Amazonas

Resumo

Universities have traditionally been hubs for science and knowledge dissemination. However, in recent years, budget cuts have undermined this role, prompting institutions to reconsider how they obtain external funding. In light of this, the study aimed to analyze the flows of research and development processes related to the Information Technology Law with extra-budgetary resources at the Federal University of Amazonas (UFAM). This was achieved through qualitative research, bibliographic exploration in the CAPES database on topics such as information technology law, university-industry relations, and the triple helix model, along with documentary analysis of regulations pertaining to information technology law in Amazonas and internal UFAM resolutions on research and development. Additionally, semistructured interviews were conducted with six UFAM staff members involved in information technology law research and development processes, as well as a member from an external Technological Innovation Center (UFCG) for benchmarking. The categorized interviews, along with content analysis and process mapping using flowchart tools, in conjunction with bibliographic and documentary exploration, revealed that the procedures are slow, extensive, and do not reflect the reality of the proposed norm. Therefore, a more streamlined process and changes to the resolution governing research and development are proposed. In conclusion, harmonizing existing internal regulations, operational practices, and the implementation of internal normative adjustments are essential to optimize the research and development environment at UFAM, fostering more effective collaboration between the university and industry, aligning with best practices observed in similar federal institutions, and addressing the need for adaptations.
