A contribuição da Lei de Informática da Zona Franca de Manaus nº 8.387/91 para o desenvolvimento regional: uma reflexão sobre políticas públicas

Resumo

The Manaus Free Trade Zone (MFZ) Information Technology Law nº 8.387/91 is a brazilian legislation that aims at the development of the Information and Communication Technology (ICT) industry and presents a counterpart modality of investment in Research, Development and Innovation (RD&I) activities so that companies enjoy tax benefits. Thus, the main objective of this Master’s dissertation is to verify the contribution of the MFZ Information Technology Law nº 8.387/91 to the regional development of the state of Amazonas, aiming to understand its impact and compliance with the regulatory precepts regarding the establishment and maintenance of the MFZ. In this regard, the research is starts on theoretical concepts about Public Policies (PP), their application in regional development and the importance of integrated and multidimensional approaches to address complex problems in a holistic and coordinated manner. It then focuses on the ZFM, assimilating the historical evolution of the region from the rubber cycle to its conception, and then analyzing the Information Technology Law as to its effects and opportunities. Regarding the study’s application, it is identified that the Information Technology Law has promoted economic and social advances. Finally, the potential of legislation for the state’s progress is highlighted, with suggestions for improvements to achieve measurable and effective results.
