Estudo utilizando o Portal da Transparência como meio de consubstanciar as informações para modelo de implantação do pilar manutenção planejada em uma frota de veículos militares

Abstract

The general objective of this study was the development of a maintenance management model for the fleet of vehicles of a Brazilian Army battalion, aiming to achieve world-class maintenance standards, based on the "Pillar" TPM Maintenance Plan, with the Transparency Portal As a source of information, in order to highlight the systems and parts that have the most failures. One of the specific objectives was to elaborate an overview of the automotive systems and parts purchased for the vehicle fleet, creating prioritization systems, in order to highlight those most important to the maintenance effectiveness. The other specific objective was to raise productivity targets of key performance indicators, based on world-class maintenance indexes, administrative, operational and global fleets, and simulation for optimization purposes. The research method used, in terms of the purposes, was of an applied and exploratory nature with a quantitative and qualitative analysis of the information, with the object of searching for a new maintenance management model. In the methodology, in the means, the bibliographical, documentary and field research was used. For the bibliographic research the works of authors consecrated in the TPM literature like Nakajima and Suzuki and others in the area of maintenance and quality were studied. For the documentary research, the website Portal da Transparência was used for the period from January 2010 to December 2015, where a quantitative analysis was possible, evidencing the most costly and demanded parts, for further maintenance focus. For the qualitative analysis, we used information obtained through field research, using the method of direct participant observation, performed after the fact and in an unsystematic manner, for the period from January 2012 to January 2014, during which time the Author was in charge of maintaining the Battalion. In this field survey, the main variables that reduced fleet availability in the period were observed and systematized in a 6M diagram. The adoption of this proposal for a new model of maintenance management would have as results: improvement of the fleet performance indicators, reduction of flaws and defects, rationalization of resources and increase in the quality of service rendering. The relevance of this study is shown by the impact that a poor fleet would have, in the local context, in a decrease of the presence of the Brazilian State in the region, since the battalion supports other public agencies in areas of difficult access. Already in a broad situation, there is a need to comply with the national defense strategy, where there are many challenges due to our vast border area, little material, reduced effective and contingent budget.
