O papel da SUFRAMA na gestão de convênios voltados à interiorização do desenvolvimento regional da Amazônia: uma análise baseada na efetividade dos investimentos realizados

Abstract

The Union’s voluntary transfers operationalized through agreements, adjustments or other similar instruments totalized more than R$ 400 billion between 1995 and 2016. In the Western Amazon and Amapá, the federal government opted to grant SUFRAMA the prerogative to enter into these adjustments with private non-profit entities and government entities. Under this context, the main objective of this research was to analyze the role of SUFRAMA in the management of agreements aimed at internalizing the regional development of the Western Amazon and Amapá. In order to do so, It was necessary to present the normative and methodological framework inherent to the Union’s voluntary transfers; to describe, in a quantitative and qualitative way, the totality of the investments made through regional development agreements; to analyze the possible causes of the current scenario of the effectiveness of the investments made, as well as propose actions within the framework of the management of the agreements, based at benchmarking of international experiences. This research was an applied, quali-quantitative, descriptive, explanatory, documentary and bibliographic case study. In view of the effectiveness diagnosis of the investments, a series of measures was proposed aiming at the revision of the institutional role as entity promoting the regional development, especially in the actions of an interior nature executed by agreements.
