Cidadania: retórica e realidade nas políticas sociais de Manaus

Abstract

This work discusses about aspects that lead the citizenship by verifying the distance that the governmental rhetoric acquire when is confronted with the reproduction of the poverty and social exclusion in the urban space from Manaus. We understand that the assistants programs developed in Manaus can constitute themselves in a space where is possible to observe among several other questions that might be reminded in the context of the social politics in the peripheral capitalism, the contradictions that involve the state public power rhetoric as concerns citizenship. In this way, we examined as illustrative information two programs: Direito à Vida (1997) and Juntos pela Cidadania (2000). The choice of these two programs was because of their fundamental characteristics, due to their action area being in the urban space from Manaus and because the rhetoric governmental express that their actions are turn to promotion of the citizenship.
