Avaliação da efetividade do processo de execução de contratos e convênios: uma proposta de monitoramento

Abstract

The objective of this research is to propose a model of evaluation of the effectiveness of the execution of contracts and agreements. In pursuit of continuous improvement of an organization's performance, the theory of constraint operates through management actions on the restrictions, with tools that can help in understanding complex problems. It is important to make a diagnosis of the organization's internal environment, being predecessor to changes and interventions in effectively organizations. The identification of the causes of a problem lead of an opportunity to improve processes. To identify the goal, to think at company as a whole, recognize and increase the restriction capacity, they are necessary steps to implement the Theory of Constraints (TOC). For this, a case study was conducted in a Supporting Foundation, applying the tools of the TOC thinking process, the Current Reality Tree (ARA). With the results of reports data, interview and participant observation, ARA was created identifying the main problem in the processes through of causal connections stem from Undesirable Effects (EIs) and thus, knowing “what to change?” it was possible present a optimization proposal to process improvement and, a systematic of evaluation through of an indicator panel to solve the problems found.
