A “política” na política ambiental: análise do Conselho Deliberativo da Reserva Extrativista do Rio Unini

Resumo

The deliberative councils (DC) of protected areas are configured by the plurality of actors and institutions involved in their decision-making processes. They were created based on Law No. 9,985 / 2000, which established them as an important means of shared management of conservation units, thus constituting them as an important space for the promotion of dialogue and the search for consensus among the actors involved. Despite the countless studies on the functioning, problems and importance of the DCs of the conservation units, few studies have dedicated themselves to meaning as social arenas formed by the DCs and how the participants in the arenas establish networks of social relationships that influence decision making. In view of this, this research sought to fill this gap by choosing as its main objective to analyze participation, decision-making and environmental policy in the deliberative council of the Rio Unini Extractive Reserve. In order to undertake this study, field research was carried out with the councilors, using as a data collection instrument the application of forms with open and closed questions, in addition to semi-structured highlights during the period of the meeting of the councilors in the municipality of Novo Airão. The results unveiled the process of forming the Rio Unini Deliberative Council; bringing its resources, its actors and the recurring demands; finally, the research presents a list of arenas and social networks, demonstrating this relationship of cooperation and conflict as essential for understanding the process of implementing and implementing environmental policy in this unit.
