O trabalho do Assistente Social no âmbito da consultoria e assessoria no Programa Habitacional Minha Casa Minha Vida, na Cidade de Manaus/AM

Abstract

With the current debate on the new socio-occupational spaces and competences of the Social Worker, consultancy and assistance has been gaining prominence. The Law for the Regulation of Social Work (Law 8662 of 1993) establishes the exercise of consultancy and assistance as a private attribution of the Social Work professional. In this perspective, the present research established as a general objective: to analyze the obstacles and possibilities for the consolidation and expansion of the social worker's occupational space in the consulting and advisory processes, taking as reference the Social Work Project - PTS, of the Housing Program Minha Casa Minha Vida, in the City of Manaus-AM. This project is anchored in historical-dialectical materialism and adopts a qualitative research approach. Through the semi-structured interview instrument, 07 social workers who acted as consultants/advisors in the Social Work Project at Residencial Cidadão Manauara I were interviewed, from January 2017 to May 2018. The study made it possible to identify the following results: Advice/Consulting takes place both in the field of private attributions in terms of Social Work and in professional skills, according to Brazilian legislation; the work developed by the research subjects is carried out through actions anchored in the democratic perspective and in the realization of social rights, with a view to the political and human emancipation of the subjects; remains as one of the challenges in this field of work, the lack of recognition of the work of social workers as an advisor and/or consultant by the professional category; on the other hand, a search by the research subjects for the expansion of this professional space was identified, seeking that this field be recognized by the category itself; there is a need to hold debates on the performance of social workers in the consulting/assistance area, as there are still gaps in the deepening and real understanding of the meaning of this process by the category; professional councils play an important role in conducting reflections and discussion spaces in which this professional scope is presented with concreteness and effectiveness of the profession's Ethical-Political Project, with a view to strengthening and developing Social Work; the importance of the work of social workers in the specific area and in the discussion processes is recognized, since the subjects surveyed demonstrate technical capacity to intervene in the face of various demands and plurality of issues that arise in the daily work of professional practice, showing ethical-political commitment in the search solutions and making rights viable.
