Resumo
Restorative Justice, considered as a theoretical and methodological strategy that responds to
a different logic from the traditional coercive-punitive model, has ideals that are in line with
the Integral Protection Doctrine, the central axis of the Statute of the Child and the
Adolescent, and with the guidelines of the SINASE (National System of Socio-Educational
Assistance). This model of justice has been guiding practices in some parts of Brazil that see
its educational character as more effective in confronting and preventing infraction in
contrast to the conventional models of punishment, in prisons and correctional centres.
Understanding the infractional act as a historical expression of the social question, the
vulnerabilities to which adolescents are exposed and the subjective senses constructed in
relation to the infractional conduct, the socio-educational measures and accountability are
problematized. Based on a practice based on Restorative Justice in the city of Santarém,
Pará, it was decided to explore the repercussions of Restorative Circles and Peace Circles on
the lives of adolescents / young people in compliance with and / or out of socio-educational
measures in this locality. The main objective of the research was to understand how the
systematization of an intervention in the Socio-educational System of the municipality of
Santarém, Pará, based on the prerogatives of Restorative Justice, is related to the processes
of overcoming the conditions of vulnerability to commit further infraction by adolescents
newly released from institutions and / or in progression of measurement. A qualitative
research was carried out using participant observation, documentary analysis and semistructured
interviews. Four subjects who had participated in the Circles were interviewed.
As a result, it was observed that the intervention consisted of a welcoming and reliable space,
allowing the adolescents to re-signify subjective meanings related to their respective
histories of infractional conduct and sense of socio-educational measure, where they could
know the history and feelings of the other participants of the Circle; regarding the reduction
of vulnerability, however, it was not possible to affirm that the most significant
transformations reported by the young people came directly from the intervention, despite
the importance of this in their speeches. It is understood that intervention resources can be
enhanced if they are planned based on the unique history of each adolescent; include relevant
participants in their own history and promote new forms of participation and commitment.
It is concluded that the Circles have the potential to promote new subjective configurations
and are in line with the principles of SINASE, being a strategy consistent with the effective
ideals of socio-education.
