Resumo
The creation of Conservation Units (UC) and other categories of protected areas has been the main strategy for the in situ conservation of biodiversity. These geographical spaces are capable of promoting the conservation of biodiversity and keeping alive the traditional knowledge of the resident communities and users of it. In Brazil, the Management Plan, along with the management council, is considered as the fundamental instrument for the implementation of these protected areas, being defined as the technical and managerial document, based on the objectives of the CU, which establishes its Zoning, norms that should regulate the use of the area and the management of natural resources, including the implementation of the physical structure necessary for the management of the Unit. In order to evaluate the effectiveness of the Management Plans in Amazonas, a content analysis was conducted in the documents that prescribe and discipline the theme, with attention to the 2nd edition of the methodological roadmap for the elaboration of management plans adopted by the state government, as well as semi-structured interviews with the managers (members of the management council and with the managers of the conservation units studied) that act directly in the management of these CUs. There was also a need for information on the progress of the activities planned in the Management Plan, and this information was collected through forms and filled out by the managers of the PAs. The analysis of this information was accomplished by the adaptation of the methodology known as Tracking Tool. The Madeira River Sustainable Development Reserve (RDS do Rio Madeira) and the Maroaga Cave Environmental Protection Area (APA Maroaga) was identified in the areas studied that there is effective use of the management plans by the managers of these protected areas as that there is execution of strategically planned management programs during the drafting of the Plans. The use of the Management Plan as an administrative instrument for the management of the PAs studied is related to and directly influences the empowerment of the actors that make up the management council and which constitutes an important instrument of governance. It is concluded that the adoption of management practices during the implementation of the Plan helps to consolidate the strategic planning initiated during the drafting phase of the Plan. The use of medium-term tactical planning contributes to the members of the managing council to act efficiently and directly in the management of the conservation unit.
