O direito à educação das crianças venezuelanas em Manaus: análises das normativas nacionais e internacionais

Abstract

This master's research aims to analyze children's right to education Venezuelan regulations based on national and international regulations, as well as identify how the social service network for Venezuelans is structured State capital and, finally, identify the coherences and contradictions between the policy planned and educational assistance provided to Venezuelan children in Manaus in terms of supply, access and retention in the educational system. O epistemological status of research is Historical-Dialectical Materialism, which made it possible to understand the conditions that made Venezuelans migrate to Brazil. To this end, we used the Marxian categories in the analysis: Expansion and Accumulation of capital, Education and State. The basis of the research was supported by studies by Hofling (2001); Marx (2008); Giddens (2008); Silva (2011) and Oliveira (2020). In the legal field, the analyzes started from the Universal Declaration of Rights Humans (1948) and the regulations promulgated in Brazil (1988;1990;1996) that specifically address the right to education of immigrant children Venezuelans. Thus, the results obtained are of a formative and descriptive nature and still present gaps in the process of fulfilling social rights to the person in a migration situation by the Brazilian and international State. The study concludes that the promulgation of regulations to guarantee the rights of refugees and immigrants alternate in search of finding conciliatory solutions to resolve problems that the capitalist system creates during its expansion process.
